City of Pittsburg Hazard Mitigation Plan

Hazard mitigation is described as “any action taken to reduce or eliminate the long-term risk to human life and property from natural hazards.” The purpose of mitigation planning is for local governments to identify the hazards that may impact them, identify a plan of actions and activities to reduce losses from those hazards, and establish a coordinated process to implement the plan through the use of the City’s resources.  Having a Local Hazard Mitigation Plan (LHMP) is also a requirement of federal law, and makes the Pittsburg community eligible for local mitigation project funding through the Hazard Mitigation Assistance grant program.

Pittsburg faces a number of potential hazards such as earthquakes, severe weather, hazardous materials incidents, health epidemics, flooding, and others. The City has identified the hazards facing the City, analyzed the risks from these hazards, developed mitigation strategies and an implementation strategy.  Please click here to view the City's current Hazard Mitigation Plan, created in 2017.

Pacific Gas & Electric - Public Safety Power Shutoff

What is a Public Safety Power Shutoff? For public safety, it may be necessary for PG&E to turn off electricity when gusty winds and dry conditions, combined with a heightened fire risk, are forecasted. This is called a “Public Safety Power Shutoff” or “PSPS.”  PG&E will call these Public Safety Power Shutoffs when forecasted weather conditions indicate a need to turn off power to communities.  Stay informed. Update your contact information with PG&E and view Customer Bulletins and other information on what to do during these events at pge.com/wildfiresafety .

Emergency Services
The City of Pittsburg Emergency Services Program has the major responsibility of preparing the City of Pittsburg for various incidents, events, and disasters and has provided disaster preparedness information and training to all City departments. The City’s Emergency Operations Center (EOC) is activated during extraordinary emergencies or events and during disasters.

The Community Warning System in Contra Costa County has been upgraded to support “Opt-in” alerts to cellular phones. You may now receive notification via your cell phone any time an alert is issued for a shelter-in-place, public health, hazardous material, or other emergency in your area. You may even choose a zip code for which you would like to receive an alert.

There is no charge from the County for this service. However, your cell phone service provider may charge you in accordance with your individual plan.

Role of EOC
The City of Pittsburg is very fortunate to have its own Emergency Operations Center (EOC). It serves as the situation analysis and incident support system for large scale emergencies and major disasters. During an emergency or disaster it is important to have a centralized location where information gathering, response actions, and decision making are coordinated.

The City of Pittsburg’s Emergency Operations Center (EOC) is activated whenever there is a need to coordinate the emergency response of city departments, government agencies and volunteer groups in response to emergencies, disasters or other significant events. It is activated upon order from the City Manager's office or by certain other designated city officials. The level of EOC staffing will vary with the specific emergency situation. Designated personnel report to the EOC through an activation paging system. The EOC Staff is made up of City personnel who act as Section Chiefs and are supported by City staff. The primary duties are to plan and coordinate all response and recovery operations utilizing the Incident Command System. The City utilizes its Emergency Operations Plan that guides the City on how to operate during an emergency.  A copy of this plan can be viewed here - Pittsburg Emergency Operations Plan 2018

There are many different kinds of disasters that may strike us in Pittsburg. Earthquakes, floods, fires, airplane crashes, chemical spills, pipeline leaks and others, small and large, which seldom give warning and are always equally devastating to their victims. The City has developed plans regarding such emergencies but are you prepared to handle all kinds of disasters? The next time disaster strikes, you may not have much time to act. Prepare now for a sudden disaster or emergency. Learn how to protect yourself and handle a disaster by planning ahead. Discuss all ideas with your family, and then prepare an emergency plan. Make sure everyone in your family is well versed in the plan and that the plan is kept in a readily accessible area.

Community Emergency Response Team:
The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community.
