2021 Amendment

All components included in the 2018 approval would carry forward, as modified by the current proposal described below.  The current application contains several modifications to the use permit that was approved in 2018 in order to comply with forthcoming State and regional mandates related to the processing of waste materials. The primary change is that individual operations (such as the processing of organic waste) would be brought indoors. To accomplish this and other objectives, the applicant proposes construction of 11 new buildings totaling 505,600 square feet over a ten-year period. Additional site modifications are also proposed in order to further organize and optimize MDRRP operations.

2018 Project Update

An application has been filed by Contra Costa Waste Service, Inc., requesting: 1) approval of a use permit for operational enhancements at the existing Mt. Diablo Resource Recovery Park (MDRRP), and 2) design review approval of plans to construct four new structures and a building addition totaling 67,405 square feet of new building area beyond what was most recently approved on site at 1300 Loveridge Road for the "Mt. Diablo Resource Recovery Park Enhancements Project, AP-18-1325 (UP, DR)"

In accordance with the requirements of the California Environmental Quality Act (CEQA), an Addendum to the 2015 Certified EIR has been prepared for the project and is available for review below:

2015 Approved Project

On May 26, 2015, the Planning Commission approved the Mt. Diablo Resource Recovery Park project, located at 1300 Loveridge Road in Pittsburg California. The project consists of the operational expansion and reorganization of the existing Mt. Diablo Recycling Facility (MDRF) and Recycling Center and Transfer Station (RCTS). The expanded facility will be called the Mt. Diablo Resource Recovery Park (MDRRP). The MDRRP will consist of the Mt. Diablo Recycling Facility, Transfer/Processing Facility, Mixed Construction and Demolition (C&D) Processing Facility, and Organics Processing Facility. The project also includes relocation of the truck maintenance facility and yard from the east side of Loveridge Road to the expanded project site.

2015 EIR

The City of Pittsburg, acting as Lead Agency for the proposed project, has prepared and adopted a Final Environmental Impact Report (EIR) that responds to all comments received during the Draft EIR public comment period.
