Recent Background:

A Recirculated Draft Environmental Impact Report (Recirculated Draft EIR) was made available for public review/comment between July 23, 2013, and September 13, 2013 (see below for links to download that complete document). Upon close of that public comment period and review of the letters received, the City, as lead agency, determined that additional information would need to be added to the Draft EIR in order to ensure that the environmental analysis is complete and comprehensive. To accomplish this, it was determined that a second recirculation of the DEIR would be required.

In early 2015, the applicant requested a modification to the project description in order to exclude any rail activity associated with the project. Upon review of the new 2015 proposal, staff determined that a second recirculation of the Draft EIR would still be necessary.

Second Recirculated Draft EIR:

A Notice of Preparation (NOP) of a Second Recirculated Draft EIR was released for public review on July 1, 2015. A public scoping session to accept verbal comments on the NOP was held on July 22, 2015, and written comments were accepted through August 7, 2015. The City is currently working in conjunction with the project consultant on preparation of the Second Recirculated Draft EIR, which will analyze the 2015 modified project proposal and will incorporate/address all comments received during the most recent NOP process.
