The City Council approved the structure of a Public Financing Authority (PFA) for the Pittsburg Enhanced Infrastructure Financing District (EIFD) on October 16, 2023. The PFA is comprised of the Mayor and Vice-Mayor; one (1) City Councilmember serving on the Finance and Administration Subcommittee, or if the Mayor and Vice-Mayor both serve on the Subcommittee then any other councilmember as selected by the Mayor; City Treasurer; and one member of the public appointed by the City Council. The term shall be for four (4) years with the exception of the member of the public whose term is for two (2) years. 

The PFA is a body formed and operates under Government Code Section 53398.50 et seq.  The primary purpose of the PFA is to finance public facilities, remediation, affordable housing, and other projects as authorized under Government Code, Title 5, Div. 2, Part 1, Chapter 2.99 Enhanced Infrastructure Financing District (Sections 53398.50 to 53398.88).

The PFA is responsible for implementing and overseeing the Infrastructure Financing Plan (IFP), which will be the governing document as to how funds raised by the EIFD will be allocated.
