Engineering Construction Permit Information

According to City of Pittsburg Municipal Code 15.88.030 an Engineering Construction Permit is required for the following activities:

  • Construction work being done in the City’s Right of Way 
  • Grading activities 
  • Construction of New Structures, Residential or Commercial 
  • Single Parcel or Subdivision Improvements 
  • Concrete Work

Please note: As per City of Pittsburg Municipal Code 5.04.050 any contractor who intends to perform services associated with Engineering or Encroachment Permit must have a City of Pittsburg Business License

Responsibility of Permittee

A. Permittee / Contractor 

  1. The permittee and / or the permittees engineer’s contractors or agents shall be responsible for the satisfactory and safe conduct of all work. 
  2. The “ PERMIT ” applicant and grading contractor shall be responsible for the protection of adjacent properties during grading operations. Temporary barriers and /or protective fencing shall be used when necessary to protect adjacent properties. 
  3. In addition to the security to be posted in accordance with Section 15.88.070, the applicant shall agree to employ a civil engineer, soils engineer, and /or engineering geologist to give technical supervision or make inspections of the work whenever a soils report has been required for the proposed grading. 
  4. The permittee shall maintain a copy of the permit, approved plans, and reports on the worksite and available for public inspection during all working hours. 
  5. The permittee shall, at all times, be in conformity with approved site map, and grading plan and interim and final plans.
  6. Unless waived by the City Engineer, the permittee shall notify the City Engineer within thirty-six (36) hours of the following: 
    1. The beginning of the permitted activity 
    2. The completion of rough grading 
    3. The completion of finished grading 
    4. The installation of all erosion control devices and the completion of planting requirements 
    5. The readiness of the site for final inspection, including but not limited to, finished grading, installation of drainage devices and final erosion control measures.
  7. The City will review all reports submitted by the permittee.

B. Civil Engineer 

  1. It shall be the responsibility of the civil engineer who prepared the approved grading plans to incorporate all recommendations from the soils engineer and engineering geology reports into the grading plan. He shall also be responsible for the professional inspection and certification of the grading within his area of technical specialty. The civil engineer shall act as the coordinating agent in the event the need arises for liaison between the other professionals, the contractor, and the City. The civil engineer shall also be responsible for the preparation of revised plans, and the submission of as-graded plans upon completion of the work. 
  2. When work has been completed, all drainage devices, systems and facilities installed and slope planting established, the civil engineer shall certify that all grading, lot drainage and drainage facilities have been completed and the slope planting installed in conformance with the approved plans.

Permit Application and Procedures

A. Complete an Encroachment Application via ACCELA (Accela Citizen Access)

B. Plans describing the exact location, nature of work, dimensions, duration, and purpose of the desired encroachment must be submitted with the permit application.

Improvement plans prepared by, or under the direction of a registered civil engineer may be required by the City Engineer when deemed necessary. The form and content of all plans shall be in accordance with the form and content of all plans shall be in accordance with standards approved by the City Engineer.

The Plans shall include the following information:

A. All items needed for environmental clearance (as applicable)
B. A written description of the scope of work to be done
C. Site Plan, fully dimensioned, including the following data as applicable

1. Vicinity Map
2. Location and dimensions of all property lines (existing and proposed), and other public improvements, easements, water courses, trails, setbacks, driveways, and parking spaces

a. Location of all existing and proposed building / structures with building lines and roof overhangs
b. Floor plans to appropriate scale (For single-family and multi-family residential units only typical plans need to be submitted)
c. Building elevations of non single-family units of all sides, including those existing structures that will remain. Building elevations must include:

3. Dimensions of all building structures and components (height, width, roof height, overhang, etc.) vents, leaders/downspouts, scuppers, etc.

a. Grading details, before and after contours, curb, and spot elevations
b. Dimension lengths and heights of retaining walls and include footing details and type of material to be used.

D. The permit application and applicable plans are subject to review by the engineering department, and may require additional information as deemed necessary.
