Term 2020-2024

Juan Antonio Banales was raised in Pittsburg having attended Highlands Elementary, Central Junior High, and Pittsburg High School. In 2013, Juan graduated from UC Berkeley with a degree in Mechanical Engineering. He immediately came back to his hometown where he had the opportunity and privilege to live and work in Pittsburg. In 2023, Juan received his MBA from the UC Berkeley Haas School of Business.
 
Juan currently serves on the City Council’s Finance Management, Ad Hoc Government Performance, and the Ad Hoc Budget Sustainability Subcommittees. He also serves as a city representative to the Mayor’s Conference, Delta Diablo Board, East County Water Management Board.

Term 2020-2024

Jelani Killings is a Pittsburg native, raised and educated in the City of Pittsburg. Jelani has dedicated his life to serving others and giving back to the community that inspired him growing up. He is a proud husband, father, minister, and mentor. Jelani earned his Master’s in Public Administration, with a focus on Public Management and Policy Analysis, from California State University East Bay, in 2015.

Jelani currently serves on the City Council’s Community and Economic Development, Finance Management, Pittsburg Arts and Community Foundation, Ad Hoc Government Performance, Ad Hoc Budget Sustainability, and the Ad Hoc Tobacco, Cannabis, Alcohol Policy Review Subcommittees. Jelani also serves as a city representative to the Los Medanos Health Advisory, and the 2x2 School District committees.

Term 2022-2026

Angelica Lopez was raised in the City of Pittsburg. She earned her Juris Doctor Degree from John F. Kennedy University and is licensed to practice Law in the State of California. Angelica owns her own law firm with a focus on family law. Prior to her career, she worked in finance, business growth, business development, non-profits, and co-created a real estate software. 

Angelica currently serves on the City Council’s Life Enrichment, and Public Safety Subcommittees. She also serves as a city representative on the East Contra Costa County Habitat Conservancy Board, 2x2 School District Committee, and Pittsburg Police Activities League.

Term 2022-2026

Shanelle Scales-Preston grew up in the City of Pittsburg. She is a Pittsburg High School graduate and earned her Degree in Political Science with an Option in Pre-Law from California State University East Bay. She has served the community for over 20 years working for Congressman George Miller (Ret.) and now Congressman Mark DeSaulnier. She is known for taking action to help thousands of people throughout District 10 to navigate government programs.

Shanelle currently serves on the City Council's Infrastructure and Transportation, Pittsburg Arts and Community Foundation, Public Safety, and the Ad Hoc Tobacco, Cannabis, Alcohol Policy Review Subcommittees. She also serves as a city representative as the Chair of MCE Clean Energy Board, Chair of TRANSPLAN Board, past President and current member of the East Bay League of California Cities, Chair of the Los Medanos Health Advisory Committee, past Chair and current Board Member of Tri-Delta Transit/Eastern Contra Costa Transportation Authority, and the Pittsburg Police Activities League.
