Building Division
The Building Division is responsible for managing the construction permitting process. This process includes general-public information, plan submittal, plan review, permit issuance, inspection, and document retention. The Building Division is also charged with the task of assuring that all additional approvals required by other agencies or by other City departments are obtained prior to issuance of a building permit and receiving final inspection approval. Engineering Division
The Engineering Division staff provides service to respond to complaints regarding construction, manages City construction projects, assures that City development projects meet City requirements, manages traffic related issues and processes and issues encroachment, grading, parking, and transportation permits. For questions: engfrontdesk@pittsburgca.gov

Planning Division
The Planning Department facilitates new development consistent with the City’s General Plan, Zoning Ordinance, Sign Ordinance, Subdivision Ordinance, the California Environmental Quality Act (CEQA) and other State, Federal and local regulations pertaining to new development activity. For questions: planning@pittsburgca.gov

Residential Rental Inspection Program
The Rental Dwelling Unit Inspection Program is intended to maintain and improve the quality of life of Pittsburg residents residing both in and around rental property. This is accomplished by ensuring rental properties are properly maintained and situations that may bring blight upon a neighborhood are prevented. For questions: rentalprogram@pittsburgca.gov

Can I submit multiple applications through a single user account?

  • Yes, multiple applications can be submitted through a single user account.

Is Accela free to use?

  • Yes! Applicants are not required to pay any fee to use or create an account to submit applications online. City application filing fees are required at the time of application and can be paid via credit card or debit card. Processing fees may apply. Check payments accepted with no additional processing fees.

Can I make my payment via credit, debit card or check?

  • Yes! Applicants may pay their filing fees via credit card or debit card. Processing fees may apply. 
  • Check payments can be made online with no additional processing fees.

Can I make my payment in person?

  • Yes! Payments can be made in-person at our Permit Center counter located at 65 Civic Avenue, Pittsburg City Call, where a kiosk and staff are available between the hours of 8-12 am, 1-4 pm for assistance.
