The Neighborhood Improvement Team is comprised of staff representing the various City departments. Listed below are the various departments as well as descriptions of each department's functions and responsibilities.

Public Works Department
Maintains of all City facilities and infrastructure and operates the City’s water treatment plant and water distribution system. 

Police Department
Responsible for ensuring public safety. The Support Services Division of the Police Department manages the Neighborhood Watch Program and addresses code enforcement issues. A Community Resource Officer is assigned to the NIT and acts as a liaison between citizens and the Police Department to direct resources towards concerns expressed by citizens through the NIT. Areas of focus are crime, traffic, blight and abandoned vehicles. 

Housing Authority
Enables low to moderate income Pittsburg residents to obtain decent, safe, sanitary and affordable housing. We provide services to improve quality of life issues for seniors, youth, people with disabilities and others needing technical and financial assistance.  

Engineering Division
Responds to complaints regarding construction, manages City construction projects, assures that City development projects (residential and commercial) meet City requirements, manages traffic related issues, processes and issues permits and provides Standard Details and Specifications for construction in the City of Pittsburg.

Parks & Recreation 
Responsible for the administration and operation of a diversified, year-round recreation program. The Recreation Department provides and administers a broad program of leisure-time activities based on the expressed needs and desires of the community.

City Manager's Office
Provides staff support to the City Council and administrative leadership and manages the day-to-day City activities.

Development Services Department comprised of: 

  • Redevelopment Agency
  • Building Division
    Responsible for buiding permit applications, plan check and inspections, managing the City’s Capital Improvement Program, design, supervision and inspection of public facilities and infrastructure, plan review and inspection for new development, maintaining record maps and documents for all public infrastructures, and providing management of all traffic and circulation functions within the City.
  • Planning Division
    Facilitates new development consistent with applicable City, State and Federal regulations pertaining to new development activity. Processes home occupation permits, use permit requests for Large Family Day Care businesses, temporary activity permits (such as requests for block parties) and requests for fence height exceptions.
