CalGreen 2019

Effective January 1, 2019, the City of Pittsburg formally adopted the California Code of Regulations Title 24, Part 11, also known as the Green Building Standards Code or CALGreen. 

Public Information

The Building Division provides both general information and technical guidance for all types of construction projects within the City. The Building Division maintains informational handouts for many common projects and processes. These are available online by clicking the link Construction Handouts.

Permit Management

The Building Division is responsible for managing the construction permitting process. This process includes general public information, plan submittal, plan review, permit issuance, inspection, and document retention. The Building Division is also charged with the task of assuring that all additional approvals required by other agencies or by other City departments are obtained prior to issuance of a building permit and receiving final inspection approval.

Construction Inspection

The Building Division provides next-day inspection services to verify compliance with all local and state codes. These inspections include those for building, electrical, mechanical, plumbing, disabled access, and energy efficiency. The Building Division also monitors the special inspection process.

Code Enforcement

The Building Division actively investigates citizen complaints regarding the enforcement of municipal code violations. This is accomplished through communication, inspection, notification, and when necessary, the issuance of citations. The Building Division is also a key member of the City’s Code Enforcement Team. This group, which includes members from all City departments, systematically addresses the more egregious municipal code violations in addition to establishing a proactive response to citizens’ concerns.

Residential Rental Inspection Program

The Building Division administers the City’s Residential Rental Inspection Program. This is accomplished through identification and registration of rental housing units, an inspection of properties, and issuance of correction notices and citations in order to gain compliance.
