The Community Development Block Grant program, also known as CDBG, was created in 1974 and is administered by the Department of Housing and Urban Development (HUD). The City of Pittsburg has been receiving CDBG funds since 1995 to carry out a wide range of activities directed toward developing a viable living community. Activities funded must meet one of the three national objectives defined by HUD as:

1) benefit low to moderate income residents;

2) aid in the prevention or elimination of blight;

3) address an urgent need such as damage due to natural disasters.
