All single-family residences are required to:

Provide collection containers for organic waste and recyclables in all areas where disposal containers are provided for customers, except restrooms. *If your business does not generate any of the materials that would be collected in a specific container, then you does not have to provide that particular container. These containers are for use by employees, tenants, contractors, and customers.

6. Perform periodic inspections of organic waste containers for contamination with non-organic materials. Let your employees, contractors, customers, and tenants know when source separating is done improperly.

What's with these SB 1383 regulations?

California is experiencing the effects of a climate crisis: hotter summers with world record-breaking temperatures, even more devastating fire seasons, more extreme droughts, and rising sea levels that erode our coastlines. Scientists tell us that greenhouse gasses released by human activities, like landfilling food and yard waste, cause climate change.

In September 2016, Governor Edmund Brown Jr. set methane emissions reduction targets for California (SB 1383 Lara, Chapter 395, Statutes of 2016) in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP). The targets must:

Reduce organic waste disposal 50% by 2020 and 75% by 2025.
Rescue for people to eat at least 20% of currently disposed surplus food by 2025.

Organic waste in landfills emits:

20% of the state’s methane, a climate super pollutant 84 times more potent than carbon dioxide.
Air pollutants like PM 2.5, which contributes to health conditions like asthma.

Organics like food scraps, yard trimmings, paper, and cardboard make up half of what Californians dump in landfills. Reducing Short-Lived Climate Super Pollutants like organic waste will have the fastest impact on the climate crisis. To respond to this climate crisis, California is implementing statewide organic waste recycling and surplus food recovery through SB 1383.

Got a lot of extra edible food?

We would like to help! Active January 1, 2022, SB 1383 requires the recovery of surplus edible food. The goal is to increase access to nutritious food for members of our community, while also reducing waste and greenhouse gas emissions that are the result of surplus food that is landfilled.

To reduce food waste and help address food insecurity, SB 1383 requires that by 2025 California will recover 20 percent of edible food that would otherwise be sent to landfills, to feed people in need. The law directs the following:

Jurisdictions must establish food recovery programs and strengthen their existing food recovery networks
Food donors must arrange to recover the maximum amount of their edible food that would otherwise go to landfills
Food recovery organizations and services that participate in SB 1383 must maintain records

All regulated food donors must:

Arrange to recover the maximum amount of edible food that would otherwise be disposed.
Prepare a contract or written agreement with a food recovery organization or service that collects edible food or accepts edible food that your business self-hauls to their facility.
Maintain the following records:

List of food recovery organizations that collect or receive your business’ edible food. Including organization name, address, and contact.
Copies of the contracts or written agreements.
Types of food being recovered.
Frequency of collection or self-hauling to food recovery facility.
Quantity of edible food recovered measured in pounds per month.

Food Recovery Organizations

SB 1383 requires mandated food donors to:

Donate their excess edible food to a local food recovery organization or service, which includes, but is not limited to:
- Food banks
- Food pantries
- Soup kitchens
- Other non-profits that distribute food to people in need
- Food runners
- For-profit food recovery services
Establish contracts or written agreements with food recovery organizations, which can include:
- Establishing a regular food donation or collection schedule
- Identifying allowable foods for donation
- Cost-sharing options

Food recovery organizations and services that have a contract or written agreement with a mandated food donor will be required to maintain records of the food they receive from each mandated food donor, including: Total Pounds Collected in the previous calendar year to the jurisdiction where their primary address is physically located.

Recyclable Waste Management

The blue recycling carts is for recyclable waste - check out MDRR's website to ensure the items you place in the blue cart are in fact recyclable! Be sure to clean containers and remove all caps and lids before placing the containers in the cart.

It's time to stop "wishcycling," or placing iffy items in a blue recycling bin and hoping those items are recyclable and won’t cause system breakdowns or endanger employees! Common wishcycled items include: plastic film, plastic bags, garden hoses, small items less than 3" in diameter.

The black cart is the proper receptacle for non-recyclable and non-organic items except for Prohibited Waste Materials listed in Pittsburg Municipal Code section 8.04.030. On-call Pickups

Two On Call Pick-ups: For your convenience, MDRR-Pittsburg customers, with regular paid garbage service, may call MDRR at (925) 682-9113 and schedule 2 free of charge pick-ups per calendar year. MDRR will collect up to 12 bags of garbage or yard debris not weighing more than 50 lbs per bag, on your regularly scheduled pick-up day. Please call to schedule your extra pick-up. Pick-ups must be at least one week apart.
