Public Hearing Notice: 5/28 Planning Commission Meeting

NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Pittsburg will conduct a public hearing in the City Council Chamber at City Hall on May 28, 2024, at 7:00 PM concerting the following item(s):

HIMC Barbar Studio, AP-24-0035 (UP)

Use Permit (UP) application to establish a Barbar Shop, Hair Salon, and some ancillary Hair Care Product retail sales. (Personal Services) on the ground floor of an existing vacant commercial space located at 690 Railroad Avenue, Pittsburg, CA 94565 in the CP - Pedestrian Commercial District of the Pittsburg Old Town (pursuant to Pittsburg Municipal Code Section 18.08.080 - Commercial Use Classifications and Section 18.52.010 - CP District – Land Use Regulations). Assessor’s Parcel No. 085-390-077.

Environmental Determination: Exempt: Section 15301, State CEQA Guidelines. Minor alterations to existing facilities.

Housing Element Update for the 2023-2031 Reporting Period (6th Cycle), AP-23-0021 (GP)

A City-initiated update of the City’s Housing Element for the reporting period of 2023-2031. The Planning Commission will consider the most recent Draft Housing Element and make a recommendation to the City Council.

The City will be updating the Housing Element to include comments received from the State Housing and Community Development Department (HCD) which is prepared as part of the requirements under State Law.

None of the updates proposed as part of the 2023-2031 Housing Element Update would result in substantial changes to the existing General Plan policies. No specific development projects are proposed as part of the 2023-2031 Draft Housing Element. The city currently has adequate housing sites to meet its Regional Housing Needs Allocation (RHNA). As a result, staff determined that this project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under General Rule Exception (14 CCR 15061(b)(3).

State Housing Law (Government Code Section 65580 [et. seq.)) mandates that local governments must adequately plan to meet the existing and projected housing needs of all economic segments of the community, including accommodating its assigned Regional Housing Needs Allocation (RHNA) as determined by the Association of Bay Area Government and approved by the State Department of Housing and Community Development. The purpose of the Project is to comply with the State-mandated requirements for the Housing Element of the General Plan.
You are invited to submit comments regarding any aspect of this matter in writing or verbally at the May 28, 2024, public hearing. If you challenge the above matter in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
