Public Hearing Notice: 11/14 Planning Commission Meeting

NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Pittsburg will conduct a public hearing in the City Council Chamber at City Hall on November 14, 2023, at 7:00 PM concerning the following item(s):

Pittsburg Landing AT&T Wireless Facility, AP-23-0144 (DR)

Design Review (DR) application to install a new approximately 80-foot-tall Telecommunications Facility (disguised as a stealth water tank behind an existing industrial building, the Site One Landscape Supply, Stone Center, which is located at 2665 Pittsburg – Antioch Highway. The proposal includes 12 antennas and associated appurtenances and ground-mounted generator and equipment cabinet within a 24’x25’ (600 sq. ft.) slatted chain-link fenced enclosure. The site is classified as Service Commercial in the General Plan land use map and zoned CS – Service Commercial District. Assessor’s Parcel No. 074-100-009.

Environmental Determination:

The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Class 32, “Infill” of the CEQA Guidelines, section 15332.

Advance Tires, AP-23-0150 (UP)

This is a public hearing on a request for approval of a Use Permit to allow for retail sales and installation of tires within an approximately 1,800-square foot (sq. ft.) space (Suite E) within an existing, approximately 14,000 sq. ft. commercial warehouse located at 520 Garcia Avenue. The property is in the Transit Village Sub-Area of the Railroad Avenue Specific Plan (RASP) and has a land use classification of Business Commercial. Proposed commercial land uses with this classification are regulated by property development regulations in the CC (Community Commercial) District. Assessor’s Parcel No. 088-183-052.

Environmental Determination:

The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Class 1, “Existing Facilities,” of the CEQA Guidelines, section 15301.

Extension of Design Review Term of Approval for San Marco Villas III (Village B), AP-23-0135 (EXT of DR)

This is a public hearing on a request for a three-year extension of design review approval of plans originally approved on October 6, 2020 (Resolution No. 10155) to construct a 270-unit extension, consisting of eleven, new three-story buildings and one clubhouse, to the existing San Marco Villas apartment complex located at the northwest corner of West Leland Road and San Marco Boulevard with access off Villa Drive. The project site consists of approximately 14.92 acres within ‘Village B’ of the San Marco PD-1362 (Planned Development, Ordinance No. 12-1362) District. Eastern portion of Assessor’s Parcel No. 091-050-071.

Environmental Determination:

The original project was within the scope of the previously approved Supplemental Environmental Impact Report (“SEIR,” State Clearinghouse #1991073029) prepared for the San Marco Subdivision No. 7362 certified by the Planning Commission on October 13, 1992. The project was in substantial conformance with the multi-family residential units analyzed in the SEIR for “Village B.” Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15162, there are no substantial changes that have occurred with respect to the circumstances under which the SEIR was certified, and no new significant environmental effects, nor a substantial increase in the severity of previously identified significant effects which could require revisions to the SEIR for the San Marco Subdivision.
