Public Hearing: 6/27 Planning Commission Meeting

NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Pittsburg will conduct a public hearing in the City Council Chamber at City Hall on June 27, 2023, at 7:00 PM concerning the following item(s):

 

Siena at San Marco Residential Subdivision (Units 16 and 17), AP-21-1584 (GP, PD/RZ, SUBD, DR).

This is a public hearing on a request for a recommendation for City Council approval of a 206-lot, single-family residential, subdivision on an approximately 58-acre portion of the San Marco project site located immediately south of the Willow Pass Road interchange on State Route 4, near the westernmost edge of Pittsburg city limits in the PD-1362 (Planned Development, Ordinance No. 12-1362) district. Assessor's Parcel Nos. 091-050-072 and portion of 091-050-071. The requested approvals include: 1) a General Plan Map Amendment, 2) an amendment to the San Marco Development Plan and PD-1362 (Planned Development, Ordinance No. 12-1362) District, 3) a Vesting Tentative Map and 4) Design Review.

Environmental Determination:

A Final Supplemental Environmental Impact Report (SEIR) was prepared and certified in accordance with CEQA to examine the potential environmental effects of the original project (Final EIR for the San Marco Subdivision). The Pittsburg City Council certified the Final SEIR in Resolution No. 93-7888 on January 19, 1993, making the required findings under CEQA (State Clearinghouse No. 91073029). An Addendum to the certified Final SEIR has been prepared in accordance with CEQA Guidelines Section 15164 to address the proposed project (Siena at San Marco Units 16 and 17). The Addendum must be considered by the Planning Commission with Planning Application No. AP-21-1584 (GP, PD/RZ, SUBD, DR).

E 10th @ Los Medanos Street Mixed Use, AP-22-0102 (DR).

Design Review (DR) application to construct a new 5,214 square-foot mixed-use development that entails three (3) three-bedroom residential units and a 1,371 square-foot ground floor commercial space, on a vacant 6,135 square-foot parcel, located at the southwest corner of East 10th Street and Los Medanos Street in the Service Commercial General Plan classification and CSD (Downtown Service Commercial District) zone. Assessor’s Parcel No. 085-205-011.

Environmental Determination:

The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Class 32, “Infill Development Projects,” of the CEQA Guidelines, section 15332.
