Public Hearing: 5/23 Planning Commission Meeting

NOTICE IS HEREBY GIVEN that the PLANNING COMMISSION of the City of Pittsburg will conduct a public hearing in the City Council Chamber at City Hall on May 23, 2023, at 7:00 PM concerning the following item(s):

1901 Railroad Avenue Massage Therapy, AP-23-0003 (UP)

This is an application filed by Ruyun Chen and Jimmy Phanthavong requesting approval of a Use Permit to establish a Massage Establishment within the existing building located at 1901 Railroad Avenue, Pittsburg, CA. The proposed business will lease out the existing tenant space, Unit “A”, within the existing multitenant building. The proposed business would operate between the hours of 8:00 AM – 8:00 PM, 7 days per week. The proposed use will utilize the parking lot on the project site and there is public parking available in the vicinity. There are no exterior changes proposed. There are minor interior alterations proposed (e.g., installation of a washer and dryer). The property is in the PD-1319 (Planned Development) District with the Railroad Avenue Specific Plan land use designation of TOD-Medium. Assessor’s Parcel Number: 086-190-004

Environmental Determination:

The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) under Class 1, “Existing Facilities,” of the CEQA Guidelines, section 15301.
